Take a 6-Quart Instant pot, add all the ingredients into it from beef broth, sirloin steak, fish sauce, to salt and pepper, other than the zucchini noodles.
Put the lid onto the pot, seal it, and set it to “Pressure Cook” or “Manual” with a timer for 20 minutes. Move the valve from sealing to venting once the time is up to quickly release the pressure.
Cut the sirloin steak into thin strips to serve with the soup and zucchini noodles.
Finish the look of the Pho by garnishing with lime wedges and freshly cut cilantro leaves.
